European Union set to agree Brexit 'transition' negotiation guidelines

Experts have said that if Britain leaves Euratom, there is a risk of new-build projects being delayed or put on hold while new stand-alone nuclear cooperation treaties are negotiated with countries in the European Union and outside it.

It also threatens to dash hopes the transition talks would be easier than negotiations on the Brexit bill and Northern Ireland that ended in a hard-fought withdrawal agreement in December.

And he admitted that unlimited European Union immigration will continue until 2021 - and they could get full residents rights afterwards too.

The US president says he would have taken a different approach from Theresa May towards Brexit negotiations. The U.K. wants to be able to negotiate and sign deals, but to hold off from implementing them until the end of the transition period.

He said he looked forward to visiting Britain, where he has been invited for a state visit to be hosted by Queen Elizabeth II, and said he did not care that some Britons want him to stay away.

"So that's why we've raised the matter, and let's see how it goes".

"The existing worldwide agreements we are party to should continue to apply during this period".

It's the sort of fantastic coincidence that the Brexit process throws up all the time.

Britain is impatient to launch talks on future ties with the EU and in particular on trade, but more guidelines will have to be adopted at a summit of European leaders in March for that to happen, based on progress made by then.

The annex to the negotiating directives, to be discussed by ministers in Brussels on Monday, includes statements from the remaining 27 governments in three areas on which they are ready to consider flexibility.

The duration of the transition or implementation period would be strictly limited and last about two years, it added.

But Mr Hammond's remark on Thursday that the UK's trade relations with the European Union would change only "very modestly" after Brexit sparked anger among Tory Eurosceptics and earned him a rebuke from Downing Street.

His comments came as Jamie Dimon, the boss of banking giant JP Morgan, warned: 'There are a lot of people who are mad with the Brits for leaving and want their pound of flesh'.

Instead, the spokesman suggested further clarity would have to await the negotiations on a long-term agreement, which are not due to start until April. Mr Barnier feels that he has already made the United Kingdom a generous offer that's in Britain's economic interest. A transition deal defers, rather than solves the problem.

The report also called on the government to review the possibility of creating a special transition period arrangement for the country's participation the European Atomic Energy Community (Euratom), separate from the wider Brexit process. It was sent to businesses after Davis had laid out his plans for the transition period in a speech earlier on Friday.
