Vassily Nebenzia, the Russian Federation ambassador, said his country could not support the UK-drafted text.

Iranian Deputy Foreign Minister for Political Affairs Seyed Abbas Araqchi has dubbed United States claims over the alleged supply of missiles to Yemen to be "biased" amid the recent UK-drafted resolution, vetoed by Russian Federation in the UN Security Council.

"The Russian Federation can not support the draft resolution proposed by our British colleagues for the extension for the mandate of the panel of experts of Security Council committee 2140 and sanctions against Yemen", Nebenzia said on Monday.

A UN Security Council resolution needs nine votes in favor and no vetoes by Russia, China, the United States, France or Britain to pass. Negotiations were continuing on Sunday.

The British-drafted resolution called to condemn Iran for violating a United Nations arms embargo by providing missiles and drones to Shiite rebels in Yemen, as well as to take future action against Tehran. It comes after Russian Federation vetoed a rival resolution that blamed Iran for fueling the conflict there.

The United Kingdom and France are mirroring US calls to condemn Iran for its support of the Houthi rebel group. The council would express "its intention to take additional measures to address these violations", according to the British-drafted text.

After the UNSC failed to pass the UK-drafted resolution, Russian Federation proposed its own draft later on Monday, which was subsequently and unequivocally adopted by the UNSC.

"We don't have any illusions with regard to Iran's policy towards Israel, Iran's role in the region. and also what they do in terms of constructing ballistic missiles", the diplomat said.

"Russia prevented accountability and endangered the entire region", Haley said in a scathing statement ending with a thinly veiled threat: "If Russia is going to use its veto to block action against Iran's unsafe and destabilizing conduct, then the United States and our partners will need to take actions against Iran that the Russians can not block", she said.

Because of Iran's backing of the Huthis and Saudi Arabia's backing of the Yemeni government, the civil war has been viewed as a proxy war between the two regional rivals.

West and its regional allies have accused the Islamic republic of violating the United Nations arms ban to the militants in Yemen.

Since 2015, Shi'ite Huthi rebels backed by Iran have been battling Yemen's government, which has been supported by Saudi Arabia.

Haley has taken a hawkish stance on Iran, accusing Tehran of sowing instability in the Middle East and failing to live up to its commitments under the landmark 2015 nuclear deal.
