Russian officials said no steps have been made in preparation for this meeting according to the same article.

Putin said, given the lack of precise information about the agent's origin, "the speed at which the anti-Russian campaign has been launched causes bewilderment".

Russian Federation has denied any involvement in the poisoning of Sergei and Yulia Skripal.

"As the Prime Minister has said, we must face the facts, and the challenge of Russian Federation is one that will endure for years to come".

Russian Foreign Minister Sergey Lavrov denounced the British accusations on Monday as a "mad and terrible provocation".

Vladimir Chizhov said Tuesday "this distractive maneuver could have been aimed at the British society, which has remained split after the 2016 Brexit referendum". British intelligence agencies could have been involved and the case helped distract public attention from the British government's hard talks to exit the European Union, Lavrov said.

"Russia is interested in establishing the whole truth of the matter", he said. He added Moscow had "no outstanding issues" against the 66-year-old Skripal.

"As for the other countries, everything will also be symmetrical in terms of the number of people from their diplomatic missions who will be leaving Russian Federation, and for now that's pretty much it", said Foreign Minister Sergei Lavrov.

A French diplomatic official said Tuesday that Britain had informed France about the details of its investigation.

A United Kingdom government spokesperson said in a statement Tuesday: "We have been clear from the very beginning that our world-leading experts at Porton Down identified the substance used in Salisbury as a Novichok, a military grade nerve agent". Russian Federation vehemently denies any responsibility.

Speaking to Sky News on Tuesday, Gary Aitkenhead, chief executive of Porton Down laboratory said the poisonous substance used to carry out the attack was the military-grade nerve agent Novichok but said scientists did not identify where it was manufactured.

Britain says the Skripals were poisoned with a Soviet-developed nerve agent, and that the Russian state must be behind the attack.

In a letter dated last Thursday, Russia's ambassador to the OPCW Alexander Shulgin asked for the meeting to discuss the British allegations "in a confidential sitting".

However, Aitkenhead added that Novichok required "extremely sophisticated methods to create, something only in the capabilities of a state actor".

"There is no way anything like that could have come from us or left the four walls of our facility", he said.

The global chemical weapons control body will hold an emergency meeting to discuss the poisoning of former spy Sergei Skripal, at Russia's request.

Lavrov also assailed the British authorities for stonewalling Russia's request for consular access to Yulia Skripal, 33, a Russian citizen whose condition has improved since she and her father fell critically ill on March 4.

Britain blames Russian Federation for the pair's poisoning with a Soviet-developed nerve agent. We identified that it was from this family and that it's a military-grade nerve agent.

Skripal and his daughter have been in hospital since ingesting the deadly nerve agent novichok in Salisbury, Wilts on March 4.

He argued that experts have said that such nerve agents could have been made in some 20 countries. Moscow vehemently denies its responsibility.
