A Reuters witness in Kerch, a port in Crimea, said the three Ukrainian vessels were being held there on Monday.

Ukraine said its vessels were heading to the Sea of Azov in line with global maritime rules, while Russian Federation charged that they had failed to obtain permission to pass through the narrow Kerch Strait that is spanned by a bridge that Russian Federation completed this year.

Geopolitical fault lines were on display at the United Nations on Monday, as Western countries decried the seizure of Ukrainian ships by Russian forces, while China joined others in backing Moscow's agenda for an emergency session of the Security Council.

Russia's FSB intelligence agency acknowledged late Monday that the Ukrainian officers were on the ship, calling their presence a "provocation". The Russians rammed at least one vessel and wounded several Ukrainian crew members.

Poroshenko told lawmakers that the special powers will only affect regions of Ukraine bordering Russia, Belarus and Moldova's "breakaway republic" of Trans-Dniester, which the president has identified as in the front-line of any potential Russian strike, according to the Associated Press. Tensions have been rising lately over the access to the Kerch Strait, where the incident took place, and the Sea of Azov.

Allies will not recognise Russia's illegal and illegitimate annexation of Crimea.

Ukraine and Russia have accused each other of military buildups and illegal activity in the area, with Kiev alleging that the Russians were preventing ships from passing through the strait.

The Russian Foreign Ministry issued a statement on Monday with a "warning" to Ukraine that naval conflict in the Sea of Azov and the Black Sea "is fraught with serious consequences". "At the same time, we have to work for de-escalation".
